the article analyzes the reasons for the insufficient statistical efficiency of the implementation of the decree "on free farmers" of 1803. The legal nature of the decree is considered from the standpoint of «consent» and «freedom». The main purpose of the article is to show that this decree is interesting and progressive, in terms of the underlying concepts, despite the unimpressive statistical indicators of the liberation of the peasants.
